It is expected that the Open Research Fund will help to create a great scientific research environment, attract both domestic and foreign excellent scholars, and accelerate the development of interdisciplinary studies. Scholars and scientific researchers in the related fields, either domestic or abroad, are warmly welcomed to conduct visiting research in the Hydro-Lab, so as to boost the research and development of hydrology-water resources and hydraulic engineering together. 1. Support Scope Relying on the Xin'anjiang Hydrologic Experimental Station and Chuzhou Experiment Station, the Open Research Fund will offer financial support to the fundamental and applied fundamental research projects of high scientific values and application prospects around the five research themes of the Hydro-Lab. Application Guideline of the Open Research Fund of the State Key Laboratory of Hydrology-Water Resources and Hydraulic Engineering (hereinafter referred to as the Guideline) is announced annually, which explicitly stipulates the specific funding Scope. Funding Targets The teaching or scientific research personnel who have the doctoral degree, a middle-level professional tittle or above, are eligible for the application. For the applicants without a senior professional title, two recommendation letters from peer experts who have possessed a senior professional title in the related fields are required for the application. The Hydro-Lab staff are out of consideration. Project Application Application Requirements 1. The applications must meet the requirements of the Support Scope of the Open Research Fund. 2. The academic idea should be novel, with adequate basis, reasonable and feasible technical routes, specific research contents and targets. And great research progress should be achieved recently. 3. Applicants and project team members should have the research ability and reliable time assurance for the project implementation, and have basic research conditions to work in the Hydro-Lab. 4 The budget should be realistic. 5. The project research period is generally two years. Applications for significant research projects are not subject to the above time limit, but must have special recommendations from two senior experts or corresponding research institutes. The study begins on January 1st in the next year. 6. Application forms are expected to be printed out in duplicate and submitted within the required time (acceptedbypostmark), and be submitted via email to  HYPERLINK "mailto:wdl@hhu.edu.cn" wdl@hhu.edu.cn as well. Non-standard form applications will not be accepted. All application materials submitted by the applicants will not be returned. 7. The number of the Open Research Fund project in research in the Hydro-Lab should not exceed two for each applicant. Applicants who have been funded before, must submit the research progress, final report and main results of the previous funded project (in duplicate). Project Approval 1. After reviewing the application qualifications and forms by the Hydro-Lab, more than two high-level peer experts will be invited to do the written reviews. 2. Based on the reviews by peer experts, the director and academic leaders of the Hydro-Lab gather together and put forward evaluation opinions objectively on the applications, and then submit to the Academic Committee of the Hydro-Lab to do the final review. 3. After the approval of the Academic Committee and director of the Hydro-Lab, the applicants and corresponding institutions are to be informed. 4. According to the approval notice and previous application form, applicants should carefully prepare the funded project research plan and sign the research contract. After the audit by the institution that the applicant belong to, all the materials should be mailed to the Hydro-Lab as the basis of funding and checking. Overdue projects without any explanation within the prescribed time limit, are deemed as waivers. Project Implementation and Management 1. The project leaders or principal researchers should carry out research work in accordance with the plan each year, which is managed by specialized personnel assigned by the Hydro-Lab. 2. During the project implementation, innovation is encouraged. And any change including reducing the research target or content, suspending the implementation, shortening or lengthening the research time etc., should be reported to the Hydro-Lab for reviews. 3. If the project leader changes the working institution, the project can be completed in both the original or new institutions, yet which must be reported to the Hydro-Lab in time for reviews and approval. Generally, the leader can not be replaced, in case some special cases happens, it must be reported to the Hydro-Lab. Besides, if the leader is absent from the project for over one year, the Academic Committee of the Hydro-Lab has the right to terminate the project. 4. The research phase report should be submitted to the Hydro-Lab according to the plan, which briefly reports on the phase completion situation, major phase achievements and so on. Besides, the project leader should present academic reports at the annual academic conference of the Hydro-Lab. 5. Training researchers can be recommended by the project leader to take part in the research project, whose salary requires their original working institutions to pay. However, the Hydro-Lab can provide open and free research conditions for them and provide appropriate incentives according to their academic performance. 6. The Hydro-Lab provides favorable working conditions for visiting scholars and even special consultation from senior experts to solve some theoretical and technical difficulties when necessary. 7. If quite necessary, the project leader can apply to the Hydro-Lab for technical assistants to help do short-term research work (usually less than six months) whose salary is paid by the project. 8. As to the researchers who can not make satisfying progress, who have made serious mistakes or who can not guarantee enough time for the project, the Academic Committee of the Hydro-Lab has the right to warn them and even directly cancel funding the project in serious cases. Funding Use and Management 1. Scope of Funding Use (1) Operating expenses related to the funded research project, including the purchase, processing and renting fees of small equipment, experimental materials, traveling expenses of visiting staff, academic activity fees, assistant salary, information cost, etc. (2) Use and maintenance fees of public facilities of the Hydro-Lab, including the purchase of equipment and related parts, maintenance and processing fees, etc. (3) Management fees of the project and achievements such as the project review and award application expenses, travel expense, etc. 2. Funding Management (1) The project expenditure shall be allocated annually, the use of which is under the project leader s charge. (2) A fixed fund is for a fixed purpose, which can not be used for other purposes but can be carried forward to the next year. Any violation of the regulation can result in termination of the project funding. Besides, the unexpended balance after the project completion should be returned to the Hydro-Lab. (3) Projects carried out in the Hydro-Lab or relying on the public experimental platforms of the Hydro-Lab shall be given priority. For ensuring the effective research work, the use intensity of the public experimental facilities must be carefully estimated in the project plan. And maintenance, related research and achievement management fees during the project implementation should be preserved in proportion. (4) As to the projects that are terminated funding, bonuses shall be taken back in full or part and transferred to support other projects according to the practical circumstance. (5) The raw materials, small equipment, etc., purchased by the funded projects, all belong to the Hydro-Lab, which can not the taken away or used by others after completing the projects. Management of Project Achievements The project leaders should submit the following materials to the Hydro-Lab after completing the projects. 1. The general research report of the project. 2. More than three academic papers published in searchable journals or proceedings must be submitted as original. 3. All academic papers must mark out that the research is financially supported by the Open Research Fund of the Hydro-Lab. If the project investigators work in Hohai University or Nanjing Hydraulic Research Institute, all their published academic papers must put the Hydro-Lab as the first signature institution. If the project investigators work in other institutions, at least one published academic paper should put the Hydro-Lab as the first signature institution. 4. SCI papers published by the project investigators with the Hydro-Lab as the first signature institution (besides the program demand), shall be rewarded by the Hydro-Lab. 5. The full name of the Hydro-Lab is  The State Key Laboratory of Hydrology-Water Resources and Hydraulic Engineering, Hohai University , or  The State Key Laboratory of Hydrology-Water Resources and Hydraulic Engineering, Nanjing Hydraulic Research Institute . For projects using the public experimental platform of the Hydro-Lab, the original data and materials should be submitted to the Hydro-Lab. 7. Copy of the project appraisal and review opinions. 8. Copy of the project award certificates. 9. The research achievements are shared by the Hydro-Lab, the researchers themselves and their college as well as other funding agencies.
